Abstract : Perfect reconstruction (PR) deinterlacer banks are proposed as a new tool for spatio-temporal scalable video codec. The proposed deinterlacer banks separate a progressive video into two different progressive videos of a half frame rate, and are novel in that they also offer interlaced videos as intermediate data. Unlike the conventional filter banks, our proposed systems are constructed in a way unique to multidimensional systems by using invertible deinterlacers, which we have proposed before. This paper investigates two kinds of interlaced video formats: the popular verticaltemporal (VT) Quincunx and face-centred-orthorhombic (FCO) format. As a primal application, a novel spatio-temporal scalable video codec system is experimented, which we refer to as a field scalable video codec (FSVC) system. This technique offers a scalable functionality that decoding the base layer by itself provides both of half-rate progressive and interlaced videos, and adding the enhancement layer improves the spatio-temporal resolution. Some experimental results together with JPEG-2000, as an SNR scalable codec, show the potential to be used in practical applications.
