Welcome to the 21st International Symposium on Mathematical Theory of Networks and Systems (MTNS), July 7-11, 2014, in Groningen! The MTNS is coming of age in the year that the University of Groningen is celebrating its 400 years existence; we hope it will be an inspiring and enjoyable meeting. The MTNS 2014 has been organized with the support of the MTNS Steering Committee, the Dutch Institute of Systems and Control (DISC), the National Program Committee, and the University of Groningen. We thank the members of the International Program Committee (IPC) for their indispensable contribution to the reviewing process of the submitted papers and extended abstracts. All papers have been assigned to members of the IPC, who have collected peer-reviews and have submitted their publishing recommendation. Extended abstracts have been reviewed by the members of the IPC directly, and are identified explicitly in the final program. Most of the organizational work has been done by the Local Organizing Committee, consisting of Kanat Camlibel, Bayu Jayawardhana, Ming Cao, Orest Iftime, Ineke Schelhaas (secretary), and the undersigned. We also thank the Groningen Congress Bureau for their support in local arrangements.
